Unfortunately laws of physics/thermodynamics dictate that air cooled systems can never be made colder then room temperature (the ambient temperature surrounding the computer).
To go colder you must use chemical/liquid cooling. No not the high end liquid cooling systems with radiators. Those still use a fan over a radiator and thus also limited to room temperature being the coldest possible. Any system that relies on cooling something by moving air over something won't get you to anything below ambient temperature. You'll need something more special.
What you need is a system that uses liquid Nitrogen and/or some other super cooled liquid.
I kid you not, liquid cooling systems using liquid Nitrogen have been done before. Mostly in overclocking competitions I believe. Also note there is a limit to how cold the CPU can get. I recall that if the CPU gets too cold, it's no longer able to conduct electricity properly anymore and won't function. Of coarse this is not something us mere peasants with our ghetto air cooled systems will have to worry about.
Another alternative is using a sterling engine since that's a heat engine and if it's driven by an external power source it could in theory produce colder temperatures as a result of heat transfer (Sterling Engines are powered by a temperature gradient. One side of the engine piston has to be warmer/colder then the other side. But if the engine is driven by a separate force, the engine could artificially produce a temperature gradient where there wasn't one before) but something quite fancy would need to be set up for something like this to work. Not to mention a sterling engine is probably going to be quite noisy.
