I have tried bypassing the copyright protection errors in the expansion maps, by extracting and repacking the level archives. However, when I try to open any expansion map, I now get a CTD. This gets around that annoying error screen in BC that stops you from editing them). The xpack rfas that Ive edited are admittedly under the 2048 maximum so I dont know (yet) how that goes.
2) One thing. A small number (like one or two) meshes are not able to be placed. However, if theyre already in your map, copying and pasting them from one place in your map to another, works fine.
3) After using this newer exe and modifying and testing things, Ive had no problems with it whatsoever and will continue to do so.

I used Benthor's trick.
I now can edit any xpack1 and xpack2 map without problems.

My workaround. I have a lst file for each map. I simply remove the meshes I dont need for that one particular map. And keep the default version separate that I copy over the individual map version in BC folder, each time I start a map.

I found out why. The solution was rather simple. You just need to open the init.con's for each map in every of the The Road To Rome and Secret Weapons of World War II.
In other words... all of the three digits have to be entered. Works without them in-game, but not in Battlecraft 1942.

EDIT: Oh, and you still have to repack the maps, and all the rfa's in the Xpack1 and Xpack2 folders... but it works!

To avoid hitting the 2048 object limit in battlecraft42 I would save all of the vegetation until the after my main objects where placed. Then I would place all of the vegetation using Editor42. Once done, I would copy the StaticObjects.con line of vegetation over to my extracted file for the level.
