I would like somebody to create for me, just a ".con" file that holds the e_blood effect, a huge blood effect that has that slippery red stuff flying all over the place when a person is shot.
This effect is similar to what DC_Unauthorized has, but a lot larger.

i remember theres a mod called CIF, and they have blood float in the water..

The blood mod has been created. It's in my mod, Swaffy'sMod now, and will be seen in the nest release [0.26, when I decide to release it].

Correction: It IS possible without EXE editing.
You'd just have to entail the blood emitter to an invisible PCO that sticks to the ground (just make a simple one-face-object, give it insane friction so the blood doesn't "slide" too much) and that's it. Oh, and make the emitted blood ignore gravity and remain at the exact height of the dummy object. Only downside: Depending on size of the blood decal it might cause visual clipping glitches on rugged terrain (the larger, the more apparent). And it also will stress the netcode, as every blotch of blood would be an individual PCO with its own netinfo. Too much blood simultaneously -> server crash.
